UN STI FORUM SIDE EVENT

BACKGROUND

The seventh annual Multi-Stakeholder Forum on Science, Technology and Innovation for the SDGs (STI Forum) will be held from 5 to 6 May 2022, convened by the President of ECOSOC. The theme of the STI Forum is closely aligned with the 2022 High-Level Political Forum on Sustainable Development and is “Science, technology and innovation for building back better from the coronavirus disease (COVID-19) while advancing the full implementation of the 2030 Agenda for Sustainable Development”. The Forum has an exclusive focus on the role and contributions of science, technology and innovation on UN Sustainable Development Goal #4 (Education), Goal #5 (Gender) Goal #14 (Life below water), Goal #15 (Life on land) and Goal #17 (Partnerships).

ABOUT THE WORLD FEDERATION OF ENGINEERING ORGANIZATIONS (WFEO) AND ITS COMMITTEE ON DISASTER RISK MANAGEMENT (CDRM)

The World Federation of Engineering Organizations (WFEO) is an international, non-governmental organization representing the engineering profession worldwide. Founded in 1968 by a group of regional engineering organizations, under the auspices of the United Nations Educational, Scientific and Cultural Organizations (UNESCO) in Paris, the WFEO brings together national engineering organizations from some 100 nations and represents more than 30 million engineers from around the world.

President of the World Federation of Engineering Organizations

President of the World Federation of Engineering Organizations. He was President of FEANI, the European Federation of National Engineering Associations from 2014 to 2020. He is a Full Professor in the Department of Civil Engineering at the University of Minho and Head of Hydraulics Division. He has been a Vice President of the Portuguese Association of Engineers (Ordem dos Engenheiros), Chairman of the International Water Association (IWA) Specialist Group on Water Safety Planning, President of the Admission and Qualification Board of the Portuguese Association of Engineers, member of the Portuguese National Public Works Council (Ministry of Public Works and Transports), and member of the Portuguese National Council of Water (Ministry of Environment).

UNESCO Assistant Director-General for the Natural Sciences

She was Director of the OzonAction programme at the United Nations Environment Programme (UNEP), where she was responsible for implementing the Multilateral Fund for the Montreal Protocol and coordinated a unique network of 147 national Ozone Action offices, providing developing countries with scientific and technical advice as to which alternative technologies to choose to the chemical substances depleting the Ozone Layer. A strong advocate for enhancing womens’ role in science and engineering, she launched UNEP’s first training programme for women technicians. Dr Shamila holds a PhD in Life Sciences from the University of Capetown in South Africa. She pursued her research career at the Institut Pasteur in Paris and then in the pharmaceutical industry at the MIT University Park in Boston (USA). He also worked at the French National Institute for Medical Research (INSERM). She has published in numerous scientific journals and is co-inventor of several patents. In January 2007, Dr. Shamila began directing UNESCO's Ethics of Science and Technology programme, then joined UNESCO’s Sector for Natural Sciences as Chief of the Unit for Africa’s Science and Technology Consolidated Plan of Action within the Division for Science Policy and Capacity-building.

José Macharé is a Geological Engineer graduated at the National University of Engineering (UNI) and Doctor in Earth Sciences from the University of Paris at Orsay. As research scientist, he studied the evidences of earthquakes and climate-related events (El Niño) in the geological record. As applied geologist he worked in mineral and geothermal exploration. He is Professor at UNI, and his research interest is now focused on the application of various science and engineering disciplines to the disaster risk management processes. José holds the Palmes Académiques Medal from France, and the Order of the National Engineering from Peru.

Born 1972, MSc. at the Forestry Faculty in Prague. Worked almost 20 years for the national hydro-meteorological service (CHMI), coordinating its international affairs. In 2010 he was invited via TAIEX as DRR expert to Georgia (LEPL-National Envi Agency) and implemented or coordinated several development projects there, later in Moldova as well. Karel Vancura participates regularly on the European Forum on Disaster Risk Reduction, as a member of the official CZ-delegation since 2010. Worked as a development programs evaluator of the Ministry of Foreign Affairs 2020-2021. He is a member of the Czech National Platform for Disaster Risk Reduction involved in implementation of Sendai Framework within the Czech Republic, additionally works as the Executive Officer of the Czech National Committee for Disaster Risk Reduction (NGO, voluntary), organizing education for local governments, municipalities etc., to enhance disaster preparedness and prevention on national and regional level within the Czech Republic. Nominated to WFEO-DRMKC on behalf of the Czech Association of Scientific and Technical Societies in 2018.

Dave Brunsdon is Principal Adviser to the New Zealand Lifelines Council, having been involved as Chair from its establishment in 1999 through until 2016. He has been involved in various infrastructure resilience initiatives over the past three decades, including in the response and recovery following the Canterbury Earthquake Sequence of 2010/11. He has also been at the forefront of earthquake engineering in New Zealand during this time. Dave is a Companion of the New Zealand Order of Merit, awarded for his services to engineering and emergency management, and is a Distinguished Fellow of Engineering New Zealand.

Dr. Fang Chen is the Deputy Director General of the International Research Center of Big Data for Sustainable Development Goals (CBAS), and a Professor of the Chinese Academy of Sciences (CAS) Aerospace Information Research Institute. He is also serving as the Secretary-General of Integrated Research on Disaster Risk (IRDR) Chinese National Committee, and the member of World Federation of Engineering Organizations Committee on Disaster Risk Management (WFEO-CDRM). Dr. Chen conducts interdisciplinary work combining remote sensing, geology, and other fields of study to assess spatial and temporal patterns of disaster risk.

Eng. Ashok Basa, topper in Civil Engineering in 1980 from National Institute of Technology, Rourkela. He is a well-known structural engineer in India winning several national awards. He is a member of numerous technical committees, which make codes of practices for design and construction of different structures in India. A member of the Committee on Disaster Risk Management (CDRM) since 2011, Er BASA has highlighted different areas of Disaster Management along with case studies from India in several countries. He was President, Institution of Engineers (India) in 2014. Currently he has been elected as the Executive Vice President, WFEO, (2021-2025).

Myles Lind is a Fellow of Engineering New Zealand is the current President of the Institute of Public Works Engineers Australasia (IPWEA) in Sydney, Australia. Mr Lind holds an honors degree in Mechanical Engineering from the University of Canterbury (New Zealand) and has a strong interest in public infrastructure management and risk management. Mr Lind is the Head of Asset Management at Auckland Transport in Auckland, New Zealand. Mr Lind serves WFEO as a representative of the International Federation of Municipal Engineers (IFME).

IRDR Executive Director (ISC-UNDRR)

Mr Han Qunli became the Executive Director at International Programme Office of the Integrated Research on Disaster Risk (IRDR) in September 2017. He has a long career (1990-2017) in UNESCO and served at different positions, including Senior Science Programme Officer of Asia-Pacific Bureau in Jakarta, Director of Tehran Office and Head of Executive Office of the Natural Science Sector. He was leading the Division of Ecological and Earth Sciences and serving as the Secretary of Man and the Biosphere (MAB) Programme during 2013-2017. In 1980s Qunli was a researcher for the Commission for Integrated Survey of Natural Resources under the Chinese Academy of Science (CAS) and participated in several CAS research projects in Xinjiang Autonomous region, Yellow River Basin and Tibetan Plateau for natural resource survey and development planning. Since 2018, Prof Han has been chairing SDG Group of CASEarth Project of CAS.

Prof. GONG Ke is Immediate Past President of the World Federation of Engineering Organizations, he has been a member of the executive council of WFEO since 2009. He chaired the Committee on Information and Communication (CIC) from 2009-2015, the Committee on Engineering for Innovative Technologies (CEIT) from 2016 to 2017. He was elected as president of WFEO at the Federation’s General Assembly in Rome on 1st December 2017 and has started his term at the General Assembly in Melbourne in November 2019. From 2013 to 2017, he was appointed by Ban Ki-moon to the Scientific Advisory Board of the Secretary-General of the United Nations

Dr Marlene Kanga AM was President of the World Federation of Engineering Organisations (WFEO) 2017-2019, the top body for engineering institutions internationally representing 30 million engineers. She was the 2013 National President of Engineers Australia. During her term as WFEO President, Marlene led the initiative for UNESCO to declare 4th March, as World Engineering Day for Sustainable Development. Marlene has been listed among the top 100 engineers in Australia in the last 100 years and among the Top 10 women engineers. She is a Member of the Order of Australia, a national honor, in recognition of her leadership of the engineering profession.

Dr K.N. Gunalan (Guna) has over 35 years of experience in civil infrastructure industry, serving in multiple capacities. Since 2019 as AECOM’s Senior Vice President, Dr. Guna has served under DCSA’s Growth Initiative Leadership Team and assists with coordination of AECOM’s resources on Alternative Delivery projects throughout North America bringing lessons learned and best practices to pursuits and projects. He is currently serving as the Program Manager assisting NY State Division of Environmental Conservation deliver the $500 M DC Sustainable and Resilient Bay Park Conveyance Project. Dr. Guna is the immediate Past President of the American Society of Civil Engineers, an organization with 150,000 members in over 177 countries with an annual operating budget of about $65 Million per year. He is serving as the Co-Chair of UN Science & Technology Major Group, Chair of World Federation of Engineering Organizations (WFEO) Chair of UN Relations Committee. He has been elected to the National Academy of Construction Class of 2021.
